NEW DELHI: Asserting the Centre’s commitment to tribal welfare, Union home minister Amit Shah on Tuesday said it was because of the measures taken in the Northeast by the Modi government, including agreements reached after 2019 with many tribes, that the Armed Forces (Special Powers) Act (AFSPA) has been lifted from more than 66% of the areas in the region.
He also said that in the eight years of the Congress-led UPA government from 2006-14, there were 8,700 untoward incidents in the Northeast, whereas in the past eight years of BJP regime, the number has come down to 1,700. “A secured Northeast and secured central India will pave the way for the development of tribals,” he said.
Shah highlighted that the number of districts affected by Left-wing extremism has also come down by 70%.
He made these remarks at the inauguration of the National Tribal Research Institute (NTRI) in Delhi on Tuesday. Labelling the NTRI as the backbone of future planning for tribal welfare, data collection and settling legacy issues of tribals, Shah outlined the government’s focus on tribals who account for 8% of the country’s population.
Shah said the NTRI would provide policy inputs to the government. A national knowledge centre for the conservation and promotion of cultural heritage would also be set up here. There are 27 tribal research institutes across the country and now the NTRI, under the ministry of tribal affairs, will be coordinating and monitoring their projects.
Shah said the government has taken several measures in the Northeast after 2019 and restored peace in the region. He said 87 security personnel have lost their lives in the Northeast during the Modi government’s tenure, as against 304 during the Congress governance, and the number of civilian deaths in 1990 was 2,000, which has come down to 217.
Shah also said as far as incidents of Left-wing extremism are concerned, the number was 2,258 in 2009, which is down to 509 in 2021. The number of civilian deaths related to them was 1,005 earlier and this has come down to 147.
The home minister said in 2014, Rs 21,000 crore was allocated for tribal schemes which was increased to Rs 86,000 crore in 2021-22 and 93% of it was also spent.
