PATNA: Bihar chief minister Nitish Kumar‘s population swipe drew BJP‘s ire with Bihar unit chief Sanjay Jaiswal saying women’s education couldn’t solve the nagging problem that left the state a “fisaddi” (laggard).
Kumar’s remark about population control entailing more than just a law to make compliance mandatory invited a retort from his principal ally BJP on Thursday.
In a social media post, Jaiswal said that Bihar’s population density of 1,224 people per square km was nearly three times the national average of 464. “There is an urgent need for new schemes and incentives for population control in the state,” he wrote.
Spread of education among women and increased general awareness about family planning have their limitations despite CM Kumar attributing the dip in Bihar’s total fertility rate (TFR) to these factors, the state BJP chief said.
BJP Rajya Sabha member and former deputy CM Sushil Kumar Modi, however, conceded that promotion of education among girls over the last 15 years had resulted in the fertility rate dropping from 4 to 2.98, according to the 2019-21 National Family Health Survey.
Modi said only those having two children or less should be allowed to contest panchayat polls. He suggested incentives linked to compliance would work better than enforcement, appearing to take a less stringent view than some party colleagues. “During Emergency, forced sterilisation was adopted for population control. As a result, Congress suffered the ire of people during elections.”
At an event last Monday, CM Nitish said “educating girls is more important”, citing a detailed study in 2012-13. “We found out that when a wife is a matriculate, TFR is 2. When she is intermediate pass, TFR is even lower.”
This was after Union minister Prahlad Singh Patel of BJP said in Chhattisgarh’s Raipur that the Centre would soon introduce a law to make adherence to family planning norms mandatory.
